Vanuatu Project Profile – Sustainable Financing for Solid Waste Management in Vanuatu: Assistance to Establish a Product Stewardship Scheme

Waste received at the main Bouffa landfill in Vanuatu is comprised of up to 35% of beverage containers products (aluminium, PET, glass). Beverage containers are also commonly seen as litter and in informal stockpiles or burnt by communities in pits. Vanuatu has had limited success implementing long-term solutions for recovery of recyclable items, due to lack of financing, infrastructure, technical expertise, and formal waste collection services. The Vanuatu Department of Environmental Protection and Conservation (DEPC) views a Sustainable Financing system (known as a Product Stewardship Scheme (PSS)) as a solution to enable the collection and management of recyclable items. The DEPC, with the support of Donors and a Working Group of interested parties, has been developing the PSS since 2017. The DEPC seeks for PacWastePlus to support the completion of additional components of this pathway – with the goal of implementing the PSS.

PacWastePlus Project Snapshot – Vanuatu

Waste management is a challenge for Vanuatu, primarily due to the geographic dispersal of the population. Currently, the existing system for waste collection is still limited to municipalities and provincial centres. There is large variability in the volumes of waste in Vanuatu. Urban areas have access to waste collection services. In rural areas, rubbish collection services are poor, ad-hoc, or completely absent. As a result, all waste generated in rural areas is disposed of through burning, burying, and dumping - either on land or in nearby waterways.

Assessment of Legislative Frameworks Governing Waste Management in Vanuatu

These assessments have been prepared by SPREP EU-funded PacWastePlus programme, drawing upon reporting developed by the University of Melbourne (UoM) on behalf of PacWastePlus for that programme’s Waste Legislative Review project. The UoM team reviewed legislation relevant to waste management in 14 Pacific region countries and Timor-Leste. Separate assessments are provided for each of the PacWastePlus participating countries. This report provides a detailed view of the legislative environment governing waste management currently in operation in Vanuatu.

Stocktake of Existing and Pipeline Waste Legislation in Vanuatu

This report contains the University of Melbourne (UoM) team’s findings relating to a stocktake of the existing legislative environment for waste management in the participating countries, focusing on the PacWastePlus priority waste streams of healthcare waste, asbestos, e-waste, plastic waste, recyclables, organics, disaster waste, bulky waste and wastewater, and including implementing legislation for the following multilateral environmental agreements (MEAs): Waigani, Basel, Stockholm, Rotterdam, and Minamata. It also includes a stocktake of pipeline legislative initiatives in the participating countries, including an assessment of their impact and approximate timeframe for development. This report provides details on a stocktake of existing and pipeline Waste Legislations in Vanuatu.
